Enabling environment

Pages

Find out whether the organisations that will build and run the tool can actually do it. That means the right mix of people, enough staff time, working equipment and power, and leaders who back the change. Look at the partner as it works in practice, not only at its organogram (a chart of who reports to whom). Check that the team understands the problem and the community as well as the technology. Running costs, maintenance and long-term sustainability are separate topics.
